How have municipal governments set up the system of promoting the community care after they created their own community care plans? During the process of their making the plan each local governments have struggled to create it because the plan was a different type of the existing other official welfare plans. Therefore the accomplishment of making this plan was looked as their purpose but there are worries about neglect of processing management and evaluation of community care.
This paper proposes a tentative system and methods of promoting community care in Koshigaya city. Koshigaya city set up the committee for promoting community care and also created the subcommittee as a working group. The committee's member are not only discussing about promoting community care but also taking positive action towards investigation of the actual situation in their community including progressing management. These activities are collaborating with local universities and providing an opportunity for students to join the field work in their community. A series of lectures on community care for local residents in which students have presentation about community situation they investigated are held at the end of the every fiscal year. Such lectures often have functions as understanding and enlightenment of welfare for local residents, social exchanging between participants, contribution towards local community of university and educational evaluation of students' achievement. These activities have multiplier effect on community care and social work education.
