Activities of Inter-American Commission on Human rights and the Situations of Human rights in American states : Till American Convention on Human Rights entered into force in July 18, 1978

Inter-American Commission on Human Rights (IACHR) has played an important role in contribution to promotion and protection of Human Rights in American states. And IACHR has been expanding its power and function since it was born as the organ of OAS (at first, an autonomous entity) in 1960.
The purpose of this article is to analyze how the activities of IACHR have been making influence into the observance of Human Rights in American States. For this purpose, We will be able to see the relationship between activities of IACHR and reaction of each country concerned through its onsite observation till American Convention on Human Rights entered into force in July 18,1978.
The chapter 1 is to tell the significance of the provisions of Human Rights mentioned in Charter of the Organization of American States (OAS). The chapter 2 is to analyze whether American Declaration of the Rights and Duties of Man got legally binding obligation. The chapter 3 is to see how IACHR was born and how it has been expanding its authority. The chapter 4 is to analyze how IACHR has been empowered the activities of on-site observation by the expanded authority of IACHR. At last, we will lean that IACHR could strengthen its power and function by using the authority of OAS which is a political organization.
