This report proposes the vision of ‘School as a Team’. The main purpose of the ‘School as a Team’ policy is to reduce the amount of work of teachers. ‘School as a Team’ means that team members in schools include several professionals―teachers, administrative staff, school counselors, school social workers, support staff for ICT education, and so on. In fact, however, sharing a purpose or goal among members is usually difficult, and the differences between professionals are often emphasized. In addition, the relationship between teachers and others can be seen as a ‘center - periphery’ relationship.
