          <datacite:description xml:lang="en" descriptionType="Abstract">This paper considers the modern historical significance o“f plurilingualism/pluriculturalism” proposed by the Council of Europe, which is a different organization from the EU. The Council of Europe works on the principle of human rights awareness and shared democratic values. Churchill’s speech, which triggered the Franco-German Reconciliation and the establishment of the Council of Europe, is considered from the perspective of contemporary Japan. Since the enactment of the European Cultural Convention（ 1954）, the Council of Europe has been
working to protect linguistic and cultural diversity. “Plurilingualism/pluriculturalism” is the philosophy of the Council of Europe. It fosters pride in all the languages and cultures, consideration for others, and respect for different languages and cultures. This idea of the Council of Europe is also shared beyond Europe. In the current tense
world situation, deepening our understanding of “plurilingualism/pluriculturalism” will allow us to reconsider how we interact with others and how language and cultural education should be or change in order to build peace and prevent violence.</datacite:description>
