While the interpretation to deal with the skill-up is subject to further elaboration, this would be regarded essential for fresh persons to survive in modern industrial society. The thesis is to analyze the issue from the sociological view point, covering the structural change of industrial society due to the open network in the ICT era, the function of communication towards globalized world, social development and progressive communication related to industrialization.
