| 内容記述 | One of the major policy trends in recent decades has been the privatization of social services. This trend has also reached Sweden, a welfare state with health care and social service sectors that previosly had almost no private providers. This change is monumental, given the social welfare system in Sweden. One of the areas most affected is care for the elderly. This paper refers to the theories of Drucker, an advocate of privatization. Introducting the potential for marketing and innovation of management is, as Drucker proposed, significant. However, the concept of a tax burden that does not affect society or the economy in accordance with Drucker's conservative beliefs should be discussed from the standpoint of welfare that seeks to provide for the public. This paper aimes to present discussion of the privatization issue in Sweden based on the significance of Drucker's veiws and issues with those views. |

| 内容記述 | 世界的に福祉の民営化は、大きなトレンドの政策となっている。このトレンドはスウェーデンにも影響を及ぼしている。福祉のシステムとしてほとんど民間企業は参入していなかった。現在スウェーデンで最も影響を受けているのが高齢者福祉領域であろう。 民営化について議論するために民営化の提唱者であるドラッカーの考えを本稿では取り上げる。そこには、マネジメントのマーケッティングとイノベーションの可能性を導入する意義がある。しかし地方で、彼自身の保守主義的発想による社会や経済に影響を与えない程度の税の徴収という発想は国民の生活を保障するという福祉の立場からは課題があると思われる。本稿はドラッカーの見解の意義と課題を踏まえて、スウェーデンの民営化問題について議論する視点を提示することを目的とする。 |
