| 内容記述 | Community-Based rehabilitation is a new approach for developing countries. The world Health Organization prepared the manual "Training Disabled People in the Community : A Manual on Community-Based Rehabilitation for Developing Countries" in cooperation with several other United Nation Organizations in 1983. The manual says "Improving the fate of the disabled people who live in developing countries today is a difficult and challenging task. We estimate that 98% of them are neglected. Yet, their situation can be improved. It is impossible to cover these enormous needs of rehabilitation by extending the present pattern of services." This approach, CBR gives the responsibility of training disabled family members and assisting with self training to families. Health worker are given the task of starting, supervising, and guiling this training. In Indonesia, the majority of disabled people live in rural areas. But almost all rehabilitation institutions and hospitals are located in urban areas. They lack information about the need for and benefits of rehabilitation and training, and how to get such services. Small projects have existed before the WHO had developed CBR. It is a basic principle of CBR that in the planing, implementation, and evaluation of CBR activities, the local community should be involved and committed. CBR should be adapted to community needs and resources, but should not be a burden to the community. In the community, there are many primary, basic and economic problems. Threfore it is rather unwise to introduce rehabilitation as separate and new programs. It is realistic that the rehabilitation programs are integrated into the established programs. Within the community there are activities carried out by local community groups or government agencies. Family Welfare Movement (PKK), the Under Five Weighing Program, Community Health Centre (PUSKESMAS), and Family Planning Program are used for CBR implementation. These social resources are developing CBR, and the national rehabilitation centre supports it professionaly. CBR movement is guided by NGO (non-governmental organization) ; and recently central and state governments have a tendency to admit CBR. But economic condition is still severe. CBR is a new approach, but some disablrd can attain better life in central JAVA. |
