内容記述 National Council on Educational Reform proposes in its four reports that organization and systematization of lifelong learning is the most important subject of educational reform for 21st century.
We sympathize with them because it can fundamentally solve the many educational desolation, for instance, violent competition in entrance examination, school trouble, delinquency and so on.
We think, too, elementary and secondary education must be the basic stage of system of lifelong learning, but there are just a little parts concerning with them in these reports.
The purpose of our study project is that made a picture of educational activities in the community of lifelong learning so that pointed at school as centre in community and contributed to practical activities at school education.
In this paper, we will say three subjects as follows;
At first we sketch a subcommunity contained four districts and about 150,000 populations, as a hypothetical model of lifelong learning. There are four different size communities, neighbourhood, district, subcommunity and community centre city.
We think, The subcommunity has a large community centre infront of the central station containing public service centre, lifelong learning centre, information service centre and many educational facilities in its whole area.
Secondary we take up learning needs of youth created to solve their many subjects on daily life and their satisfy.
We show the two lists of learning needs of youth (child at elementary school and adolscense at secondary school) with reference to Havighurst, R. J..
Finally we propose that must has more strong educational force to satisfy the needs of youth and to let them cooperate with adult in the community of lifelong learning.
