内容記述 Reduction of working hours should be one of the national goals which we have to reach, in the context of trade disputes, and in considering the advent of "80 Years Life Age", when we have to pay more attention to better health, enrichment of mind and daily life.
The Ministry of Labour has launched into many campaigns towards reducing long working hours, officially announces that shortened working hours are gradually being actualized.
However, we have to notice that the Ministry pays no attention to the lowest class small scale enterprises, which constitute more than 85% of the total enterprises, and are forced to bear highly long working hours.
According to a special research, which was conducted in July, 1985, and I participated in, working hours in the small scale enterprises are to be criticized from the standpoint of health and welfare.
(1) The average working hours per week are 46.0 hours. But 13.3% of them are in conflict with the Labour Standards Law by leaving their working hours in number more than 48 hours, or ignorant of the Law.
(2) Only 13.6% of them curtailed their working hours per week since 1980, and only 8.6% plan to decrease them.
(3) 11.8% of responding enterprises usually have the custom of overtime works exceeding 30 hours per month. In the busiest season, average overtime hours reach 28 or 29 hours, especially in the software houses and so forth. 35% of workers are forced to work even o Sundays.
(4) The reasons why such long overtime works are prevalent are 3-pronged; A. Impossibility of winning competing enterprises without long overtime works, B. Overtime works are economically more profitable than employing additional workers. C. Workers regard their overtime fees as compliment to their low-level wages.
(5) Neither employers nor wokers feel that their working hours and overtime hours and overtime hours are too much.
(6) Such situations have been brought about by the so-called "dual system" in the economy of Japan.
(7) Total working hours per annum calculated from the work rules are 2,244 hours, which are much longer than 1,950 hours as shown as the officially declared number of Japan in the international comparison, reported by the Ministry of Labour.
(8) 30.5% of the responding enterprises have already adopted the 5-Day Workweek System in some kind of patterns. Employers and their family members are instead forced to sacrifice their Sundays as by-blows of adopting it.
(9) One out of three workers feels fatigue carried over up to the end of the week. Both employers and workers are expected to change their ideas on working hours. Employers should have long-range plans to attain reduced working hours. But a more fundamental strategy thereof is to make the small scale enterprises organized and united in sub-contacters groups, or on regional level.
