| 内容記述 | What is a virus? Since the discovery of human coronaviruses ( 4 types), which have been known to cause cold syndrome, new coronaviruses have been identified as the pathogens of SARS 2003 and MERS 2013 , which cause severe pneumonia. The difference in countermeasures against infection between the former two cases and the newer type of coronavirus disease COVID- 19 is that the WHO (World Health Organization) has declared a public health emergency as a countermeasure against the SARS-CoV- 2 of COVID- 19 infection. What is the “public health” of the public health emergency declared by WHO? And is this “public health” the same as the Japanese notation “public health(kousyu-eisei)”? We will explore the peculiarities of the Japanese concept of “public health(kousyu-eisei)”. |

| 内容記述 | ウイルスとは何か。風邪症候群の原因として知られてきたヒトコロナウイルス（４種類）の発見以降、重度の肺炎の原因となる SARS サーズ2003年や MERS マーズ2013年の病原として新型コロナウイルスが突き止められてきた。同じ新型コロナウイルスの感染症のさらに新しい型の COVID- 19に 対 す る 対 策 と し て、 前 者 ２ つ の 症 例 と 異 な る 点 は、WHO（ 世 界 保 健 機 関 ）が、public health emergency の宣言をした事例であることだ。WHO が宣言した public health emergency の public healthとは何であるのか。またこの public health と日本語表記である「公衆衛生」とは同じものであるのか。日本語の「公衆衛生」概念の特異性を探究することにする。 | |||||
