Since the discovery of human coronaviruses ( 4 types), which have been known to cause cold syndrome, new coronaviruses have been identified as the pathogens of SARS 2003 and MERS 2013 , which cause severe pneumonia. The difference in countermeasures\nagainst infection between the former two cases and the newer type of coronavirus disease COVID- 19 is that the WHO (World Health Organization) has declared a public health emergency as a countermeasure against the SARS-CoV- 2 of COVID- 19 infection. What is the “public health” of the public health emergency declared by WHO? And is this “public health” the same as the Japanese notation “public health(kousyu-eisei)”?
