Following the argument of those existing literature, this study observes how the dual-track mode has worked in the field of health crisis management by reviewing the launching and reforming processes of the Korean Centres for Disease Control and Prevention (KCDC). The review in this study shows that, while the government has employed some major methods of new public management in its administration, the developmental state mode of South Korea’s public administration has been resilient in the field of health crisis management.
