内容記述 | The purpose of this paper is to consider the reasons why the International Baccalaureate (IB) programmes have spread widely in Japan and are accepted in Japanese educational reform. To clarify this, I adopted educational historian David Labaree’s three goals for education, as elucidated in his 2010 book, “Someone has to fail: the zero-sum game of public schooling” : democratic equality, social efficiency, and social mobility, and these three goals are investigated in terms of how much are they related to the characteristics of IB programmes. In addition, this paper aims to clarify the IB student candidate profile, while investigating the admission policies of 33 Japanese Article 1 senior high schools, which are authorized IB World Schools. These policies were analysed using KH Coder text-mining software, and the main keywords in the admission policies were extracted. Finally, this study examines the extent to which the admission policies are aligned with Labaree’s three goals for education. The results suggest that IB characteristics are strongly related to Labaree’s three goals, and that they are relatively well-balanced. The results also indicate that the admission policies of Japanese IB World Schools as a whole are aligned with the concept of Labaree’s goals for education, and while educational sociologist Teruyuki Hirota found that Labaree’s goals are often conflicted in educational reform situations in many democratic countries, this study affirmed that IB programmes are compatible with Japan’s educational reforms. For future research, interviews with educational policy makers and parents who send their children to IB World Schools should be conducted to obtain a more multidimensional analysis of level of the IB programme’s alignment with Labaree’s three goals for education. |
