Especially, lack of autonomic governance in local governments and fragile public health system accelerated pandemic in Japan. Also, the present situation makes us realize global troublesome issues e.g., widening disparity, hegemonic conflicts in the international community etc., more clearly. In other words, we can observe them through “pandemic telescope,” and analyze the realities of the world with more intellectual approach. Following to the previous one, this paper focuses on five critical issues emerged by COVID-19 pandemic.
