| 内容記述 | In the 19th century, Western nations witnessed rapid urbanization, industrialization and population growth following the industrial revolution. These changes brought about problems such as deterioration of collective living conditions and a vicious circle of “insanitation,” “disease,” and “poverty.” Britain, recognizing the need for measures beyond poor relief and welfare, enacted the Public Health Act in 1848. Subsequently “Great” Public Health Act of 1875 laid a robust foundation for British public health administration, serving as a global model for public health acts. The 20th century saw the emergence of “Public Health Science” as a distinct field, which was separated from modern medicine, building upon the groundwork of public health administration and policies. This paper aims to explore the historical landscape of public health and medical care administration and policy within the United States. The development of public health activities in the United States was not solely driven by governmental bodies but also by private and civil organizations. Private initiatives often filled the gaps left by insufficient social policy development in administrative systems. This study investigates the evolution of public health and medical administration, policy, and institutional frameworks in the United States, particularly during the period when establishment of public social security systems became a critical concern. |
