So, does the recent retreat of liberal democracy indicate a decline in the normative power of these actors? In contrast, is the normative power of authoritarian states such as China and Russia increasing to promote authoritarianism? This paper examines what kinds of norms and means are being promoted internationally by “authoritarian powers” such as China and Russia in their interactions with “liberal democratic powers”. In doing so, this article tries to bring a new perspective to the study of normative power and democratic recession. First, this article organizes the discussion of normative power and summarize the promotion of democracy by liberal democratic powers. Next, this article examines the content and current state of the normative power of authoritarian powers, focusing on China and Russia.
