| 内容記述 | The dilemma regarding social workers at the Welcome House in Sweden was investigated through a survey. Responses revealed that sincere workers navigate dilemmas amidst constraints of resources, duties as public servants, standards of their own culture, gaps with different cultures, and the influence of government policies. The dilemmas identified were as follows. First was the dilemma of how especting privacy relates to support. Social workers grapple with enhancing the effectiveness of support while respecting privacy, which is highly regarded in Sweden. Second was the dilemma whereby adherence to regulations raises questions for workers who truly want to effectively provide support. Third was the current reality of limited resources hindering optimal service provision. Fourth was the dilemma tied to policies since Sweden has become less receptive to refugees, causing workers to struggle from a human rights perspective. Fifth was the dilemma of respecting diversity while experiencing conflicts between individual cultures and Swedish culture. While each culture should be respected, the current results suggest that a culture cannot be endorsed when it violates individual rights, and especially when the values of lifestyle and social work clash. Thus, when culture and human rights conflict, constructive dialogue centered around human rights will likely be needed to provide support. |

| 内容記述 | スウェーデンストックホルム県の難民支援機関であるウェルカムハウスのソーシャルワーカーにジレンマに関して質問調査した。そこでは、誠実なワーカーが、資源の限界、公務員としての職務遂行、自国の文化の基準、異なる文化とのギャップ、政府の方針の影響の中でジレンマを感じつつ対処していく姿が認められた。ジレンマは以下の通りであった。第１にプライバシーの尊重が支援にどのように関わるのか。スウェーデンで尊重されているプライバシーとの関係でソーシャルワーカーが支援効果を高めることとの間で悩むということである。第２に規定を遵守しなければならないことが本当に支援を効果的にしたいワーカーにとって疑問を感じさせられるということである。第３に、資源が限られて最適なサービスが提供できないという現状である。第４に、政策との関連であり、前述したようにスウェーデンも難民受け入れに関して消極的となっており、その中でワーカーも人権の視点より苦悶することになる。第５に、多様性の尊重ではクライエントの個々の文化を尊重しつつもスウェーデン文化と間での葛藤を感じるということである。それぞれの文化が尊重されるべきではあるが、生活文化とソーシャルワークの価値が対立した時に、個人の権利を侵害する場合は文化を是認されるものではないことを示唆している。そして、文化と人権が拮抗するときに、人権を軸に支援をする建設的な対話が求められるであろう。 | |||||||||||||
