内容記述 During the Japanese administrative period (1914‒1945), Chuuk Lagoon―then known as Truk Lagoon―served as administrative center under Japan's South Seas Mandate and a major naval base. Today, the remnants of that era, both on land and underwater, constitute a unique cultural and historical landscape that shapes the tourism potential of Chuuk State, Federated States of Micronesia (FSM).While extensive research has focused on underwater heritage such as wreck diving, few studies have examined the land-based remains of the Japanese administration from the perspective of heritage tourism. This paper investigates the current status and challenges surrounding the utilization of these terrestrial sites as tourism resources, based on field surveys conducted in September 2023 on Weno and Tonoas Islands.
The study documents a range of Japanese-related sites, including airfields, memorials, fortifications, and remnants incorporated into modern facilities such as Xavier High School and the Blue Lagoon Resort. Many of these sites are located on private land, requiring entrance fees and personal negotiation with local owners, which complicates visitor access. While some sites, such as those within resort premises, are partially integrated into tourism activities, the majority remain underdeveloped and poorly maintained. Furthermore, the absence of coordinated management, lack of interpretation, and dependence on individual landowners hinder sustainable tourism development.
Through a comparative consideration of similar Pacific island contexts, this study highlights the potential of Chuuk's Japanese-era heritage to diversify the state's tourism beyond wreck diving. At the same time, it underscores the need for policy coordination, heritage preservation, and community involvement to balance economic utilization with historical sensitivity and cultural respect.
