| 内容記述 | Recent research by the Ministry of Education and Science reveals that 72% of public schools have set up a school council system. This paper examines such problems as choosing suitable members of a council, and having council members exchange opinions on educational subjects which are sometimes highly specialized. I argue that without reform the school council system will reach a dead end. The system has been set up to make schools transparent and accountable, and council members are supposed to be a bridge between schools and the local neighborhood. To realize such expectations, council members must understand what is expected of them. Rather than limiting their activity to attending meetings, they should also participate in regular school activities. For their part, school principles should work to make council meetings more effective, and to get practical and useful opinions from council members. It is suggested that if council members have training in school evaluation, for example, the system will be improved. | |||||||
