Two business policies are presented to give proper incentives which get the competence offered. The first policy is merging and acquiring the firm. This follows the incomplete contracts theory which has been adovocated by Grossman, Hart and Moore. This theory shows that residual rewards uncovered by an incomplete contract are given to the owner of the dispensable resources for the purpose of the contract. However, merger and acqusition can provide firms with various kinds of problems. The second policy is giving competitive pressure to multiple firms which supply the same operation. Competitive pressure is offered through increasing and decreasing the amount of the outsourcing operation. This pressure can provide suppliers with the incentive to offer their competence fully.
