 note = {This paper will advocate that Japanese universities should be increasing the number of international programs as well as developing programs for foreign students in Japan. The paper will cover reasons for international exchanges and how an institution might find international partners. It will discuss ideas on how international programs can generate favorable publicity for a university and may actually attract students and faculty as well.
