 note = {A Decision Support System (DSS) is by nature general-purpose system because it supports a variety of managers who have different decision styles and different problems. However, it seems that no effective general-purpose DSS has yet come into existance, although the components of DSS such as database technology, modeling techniques, inexpensive graphic, display etc., have progressed enough to build DSS.
I think that the shortcoming has resulted from the fact that an effective framework to integrate those components into DSS is still not established.
In this paper, I propose an effective framework that is based on the study of unstructured-problem solving and considerations for use by managers as non-computer specialists. We illustrate a system realized on the framework.},
