The fundamental point when drawing up countermeasures is the varied information concerning different regions. However, under the present situation, such information has been collected by each selfgoverning body as occasion demanded from an operation standpoint, so that the information collected tends to be duplicated in part but elsewhere incomplete, and thus, overall is not qualitatively satisfactory .\n　Moreover, the information is recorded in various forms, such as entered in ledgers or expressed by means of maps or blueprints, and is therefore not unified.
