If we support the first or second meaning, the public opinion is really the information, because everyone can get such infomation from the published documents. However, in the case of the third or fourth meaning, the public opinion is not what is to be informed.  This paper covers the growing and development of public opinion and the character of public opinion as the information in the modern society.
