From the mid-1970s, strikes became demonstrative with a decline in the number of days lost, but also with a large number of workers involved. This change seemed to be associated with the increase in conflict in the public sector and the services. It is true that public service employees can replace manual workers in the forefront of militancy.  Especially, it attempts to account for the characteristics of public sector labor relations and its regulating institutions in the 80s. It helps to explain why the industrial conflict is recently concentrated in this sector.
