But opinions about the definition of journalism are divided as follows : 1 Although journalism media are not only the press but also radio and television, are such entertaining materials as cartoons, animation, novels, and movie journalism? (i. e. Whether journalism includes entertaining materials or not.) 2 Whether journalism has to carry out periodical dissemination or not.(Is journalism an institution or a phenomenon?) 3 Whether journalism has to comment about the related news or not.  Journalism is an informative communication, so its social function is mainly the surveillance of the environment. A journalist is a watchman. He is expected by his group to send accurate reports to them. But his reports are inevitably his "definition of situations". Although he wants to take an objective view of a matter, accurate reports are impossible. Besides, a public information man (Public Relations Officer) often makes his "definition of situations" as public announcements. That is a reason why a journalist has to comment about the news which he collects. He thinks he is not a porter but a reporter. The two "definitions of situations" of the PRO and journalist are in confrict.
