Blue?colar workers in manufacturing become a smaller minority within the labour movements. They had already lost their dominant position in the 70's. A scholar points out that unions in the 80's have faced four crises : of intrest aggregation : of employee loyalty : of representativeness : and of organizational sclerosis.  In many countries the largest unions are now in the public sector. In Italy the three major union confederations (Cgil, Cisl, Uil) are challenged by new rank-and-file activist groups autonomous of the unions in the public sector. These new emergent groups (COBAS) have achieved significant success in challenging the bargain g posture of the major confederal leaderships.
