 note = {In 2002, MEXT(Ministry of Education, Culture, Sports, Science and Technology) started "Center Of Excellence(COE)" program to activate the competitive advantage of Japanese Universities by selecting excellent centers of research and development. In 2003, MEXT created an educational version of "COE" program, what they say "Center Of Learning (COL)" program. Bunkyo University applied for the first year COL program, now called "Good Practice (GP)" program to choose "International Education" of the Faculty of International Studies as an application theme. This article focuses on the preparation and creation of the application form and the result of the competition.},
