To this end, the Ookochi Memorial Prize was used as an indicator and the educational backgrounds of the recipients was analyzed. This Prize, the oldest among industrial technology prizes, and a prestigious one, is given to engineers considered by experts to have contributed greatly to various industrial technologies. The analysis revealed that prize winners were not only those trained at former imperial universities (elite), which was expected, but included substantial numbers who trained at former higher technical schools (non-elite), a finding that was unexpected. The necessity to look into prewar industrial education, especially how non-university-level engineers were produced, became apparent. It turned out that the prewar engineering educational system was very complex, with six different institutionalized types of engineering education. That such a chaotic educational landscape flourished and was able to produce a wide variety of engineers underscores the willingness of people from widely differing social strata (not just the educationally-minded elite) to seek self improvement. Thus, rather than attributing the successful development of R and D and the advanced formulation of technology policies in Japan to the \"capability factor,\" as has been the predominant tendency, one must first analyze the prerequisite \"willingness factor\" as a key element in the success formula.
