Never has the idea of collaboration processes been more important for General Constructors than it is today. Now, theirs new knowledge-company is in question concerning the field of PM. That's why the model (VSOP) turns out to be a powerful management system for General Constructors which is struggling to make the transition from a production-based company to a knowledge-based company, in which the creation of value increasingly depends on collaboration such as the producer's capability in the cinema world. Not only should this model change employee's personal experiences, knowledge and skills of PM into the organizational intelligence and knowledge, but also this model profoundly influences attitudes and behaviors critical to high performance, provided that it works.\n　This model serves three functions. The first function provides the inquires of customers on the market with a quick response to the created added-value service, in case, any of the daily-work of PM happened to be done wrong. The second function provides the individual project-needs with a response of the organizational intelligence and knowledge based on personal experiences concerning PM ,almost the same service as the first function.
