At the same time, Japanese financial institutions suffered serious losses because of the cancelling of the wartime indemnities by the Government in 1946.\n　The second difficulty was caused by the democratization policy of GHQ. In 1948 GHQ directed that special banks, which had played an important role in long-term finance in prewar time, should be converted into commercial banks. However, the division of big banks did not go into effect, differing from the case of West Germany.\n　The postwar revision of the Japanese financial system was realized in full during the first half of 1950's.
