The marketization and corresponding disintegration of "the system of unit" requires a new role of urban community in caring the aged and the handicapped, and also in providing social service to other citizens. "Community service" is a project which is expected to play the role. Now the project has taken its first step in building community welfare centers which can offer services like visiting the aged or handicapped who need medical care or nursing, and arranging home help as a mediator between providers and the citizens who need the service. The community centers can also offer services like dancing or painting classes, small libraries where people can borrow or read newspapers and magazines. But these services are far from satisfying the needs of the citizens. To enlarge and to improve the services, the project is faced with problems like lacking resources to build more facilities and to train their own home helps. To solve the problems China needs to reform its tax system (starting residents' tax for instans) and to establish social insurance system.
