In the project, the existent "residents' association" has been "reinforced" by adding officals to handle administrative affairs. And the role of the local organizations of the Chinese Communist Party in community affairs has been emphasized. This paper makes an analysis of the effect of these changes on Chinese urban communities and trise to explain the changes by sociological theories on urban communities.  The measure of adding officials to residents' associations may strengthen the local administration at present. But it may weaken the function of the organization as a pressure group. The way to emphasize the role of the party members in community affairs is acctually a traditional method of social mobilization which has been proved to be ineffective in the past socialist period.
