In 1916, however, the overheated economy caused an inflationary tendency, which steadily accelerated towards galloping inflation. Then, after the War, a deep depression occurred in 1920 as the reaction to this situation. According to the accepted opinion, the main cause of the inflation was an over-issue of banknotes based on the increasing specie holdings of the Bank of Japan. Yet this was just one small factor, in my opinion, and the main factor was rather the fiscal and monetary policy of that time.\n　Until 1917 the Bank of Japan continued to follow an easy monetary policy. It brought about a large increase in bank loan and a consequent increase in the money supply. Why did the Japanese Government and the Bank of Japan exercise such an easy policy? It could be because they were inclined to accelerate the progress of Japanese industries with adequate money supply. In 1918 the Bank of Japan switched its monetary policy by raising the Bank rate. But it was too late and the policy was not restrictive enough. Furthermore, fiscal policy was also stimulative, for government expenditure was increasing rapidly.
