Efficiency is calculated by dividing inputs outputs. Inputs are manpower and other things those are consumed to conduct administrative works. Outputs are achievement from the works. Many companies and organizations have been trying to improve working effi ciency by conventional approach. Conventional approach to this issue is “Kaizen” (Improvement Activities) that has been applied manufacturing process. But this article reveals that conventional approach cannot improve efficiency of administrative work. From the results of working volume survey, efficiency of administrative work is affected by the timing of occurrence of work. Amount and speed of works are controlled in manufacturing process but in administrative work not. This is the reason why makes it difficult to improve working efficiency of administrative works. Fluctuations in the amount of work in upstream give a significant impact on the efficiency of the administrative work. Furthermore, the implementation of day-to-day operations cannot be seen makes difficult to find where business is and the point where the work is being stuck, and the bias occurs in the workload of each worker.
