| 内容記述 | The development of an increasingly aged society with fewer children has led to numerous new social issues in Japan. In particular, there has been concern about a shortage of care workers for the elderly. In order to solve this problem, the Japanese government has launched a plan to accept foreign migrant workers. Recently, the Economic Partnership Agreement (EPA) was signed between Japan and the Philippine and Indonesian governments. Filipino and Indonesian nursing-caregivers were approved to work at Japanese hospitals and facilities for the elderly. One could argue that the acceptance of foreign workers would have a negative effect on the domestic labor market. This is in addition to the serious negative effect that government policy on the privatization of services has already had in the field of social services. It has increased the proportion of part-time Japanese care workers as well as causing poor working conditions and a reduction in wages for longer working hours. This has been associated with a growing number of problems for the unemployed, NEETs, and working poor people in Japan. On the other hand, migrant workers are regarded as just labor workers and are often involved in vulnerable situations where their human rights may be infringed or families fragmented. This study describes current immigration policy in Japan and discusses current controversies concerning foreign migrant workers and particularly the employment of foreign caregivers for the elderly. |
