| 内容記述 | Local governments have taken responsibility to prepare their own community social welfare plans in accordance with the Social Welfare Low amended in 2000. It is required that local governments devise their community social welfare plans involving in participation by local residents in their communities. Therefore, it becomes to be significant for each municipality how encourage to actively participate by local residents in this plan. This study suggests an idea how to make the plan with residents based on the experience of practice in Koshigaya city, Saitama prefecture. Although Koshigaya municipal government tried a variety of approaches in order to make the plan with local residents, particularly this paper focused on the field research project by university students which welfare organizations and their users in the community were interviewed. Based on the project it is discussed how ordinary residents can approach welfare community on the progress for this plans. The interview research by ordinary local residents could be efficient way to understand current situation and problems of the welfare fields and to give opportunities for them in order to take some action to change the community. However, it must be careful to use their outcomes which local residents has done into the report of the community social welfare plan because it could not be said their understanding through the research are often equal to realities of welfare situation. That is ordinary residents are usually inexperienced researcher and have not enough knowledge of welfare issues. | |||||||
