{"created":"2023-05-15T14:23:54.980886+00:00","id":6018,"links":{},"metadata":{"_buckets":{"deposit":"9840a646-e7b1-4210-b17c-07e976fd5ef9"},"_deposit":{"created_by":3,"id":"6018","owners":[3],"pid":{"revision_id":0,"type":"depid","value":"6018"},"status":"published"},"_oai":{"id":"oai:bunkyo.repo.nii.ac.jp:00006018","sets":["1:34:469"]},"author_link":["7410","7409"],"item_5_biblio_info_13":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2012-02-01"},"bibliographicPageEnd":"18","bibliographicPageStart":"1","bibliographicVolumeNumber":"5","bibliographic_titles":[{"bibliographic_title":"情報学ジャーナル"},{"bibliographic_title":"Journal of Information and Communications"}]}]},"item_5_date_43":{"attribute_name":"作成日","attribute_value_mlt":[{"subitem_date_issued_datetime":"2012-11-08"}]},"item_5_description_12":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"三重県で1996 年に導入された事務事業評価制度は、わが国初の行政評価制度として有名である。ニュー・パブリック・マネジメント理論を参考に導入されたこの事務事業評価制度は初、成果志向、顧客志向の行政改革、行政運営のマネジメント・サイクル構築の切り札として大きな注目を集め、類似の行政評価制度を導入する自治体があいついだ。しかし、現在多くの自治体で行政評価制度の導入が進むなか、現場職員が挑戦的な目標を設定できないことからマネジメント・サイクルが適切に機能せず、結果として成果志向・顧客志向の行政改革に貢献しないことが指摘されている。これにたいし、事務事業評価制度をわが国で最初に導入した三重県は、この課題を克服し一定の成果をあげている。本稿の目的は、三重県のマネジメント・サイクルの中で特にDo を担う「率先実行取組」に焦点をあて、その意義と課題を明らかにすることである。「率先実行取組」は非公開であることから、この仕組みを明らかにすることは、わが国自治体が抱える行政評価の課題を克服するための解決策を考えるうえで有用であると考える。「率先実行取組」を詳細に検証した結果、「率先実行取組」には①職員作成、②具体的目標設定、③4つの視点、④みえ政策評価システムとの連携、⑤対話重視、⑥進捗管理(年3回)および、⑦非公開という7つの特徴があり、それぞれが有機的に結合しあい高い効果を発揮していることを明らかにした。さらに、「率先実行取組」の意義は、日本経営品質賞を基礎とする経営品質向上活動の実践そのものであることを明らかにした。経営品質の考え方に①適切・挑戦的な目標設定と②マネジメント・サイクルの確立が組み込まれているため、多くの行政評価制度を導入している自治体が抱える課題を克服しているのが三重県の事例といえるだろう。\n\nRecently many local governments in Japan have introduced performance measurement systems in order to implement more customer-oriented management structures. However, many of these new systems have the same serious problems as the previous ones, in that they do not facilitate the setting of challenging targets, and they largely fail to improve public services. However Mieprefecture, which is known as one of the pioneers in the reform of administrative management, showed the potential to overcome these problems. In this work, we focus on the new management cycle of Mie prefecture, called “ Sossen Jikko Torikumi ”, or SJT, to assess its performance. We concluded that the SJT was effective in its key roles of setting challenging targets and establishing a customer-oriented management system. We found that the SJT has a continuous process of selfinnovation, which allows transformation of the overall management system into customer-oriented structures, according to the assessment criteria of the Japan Quality Award.
