In addition, the Mental Health Social Worker Law was enacted in 1997. The term \"Mental Health Welfare\" was generally accepted in Japan by two legislative systems under the name of 'Mental Health Welfare Law.' \nThe purpose of this study was to examine the definitions of Mental Health Welfare in the formulation of these two legislative systems. I have studied definitions of Mental Health Welfare in the law and papers concerning the government in the 1990s. This paper primarily discusses issues concerning the relation between the Mental Health and Welfare of those with Mental Disabilities.
