 note = {Ecotourism has introduced Japan in around 1990 by Environment Agency, at that time. During
25-year history, social, economic circumstances for local community has dynamically changed to
worse, thus community based ecotourism (CBET) is focused as a hopeful and effective measure to
reactivate local community. After declaration of ‘Tourism Nation’ by cabinet, 2003, ‘Tourism Nation
Law’ (2007) and ‘Ecotourism Promotion Law’ (2008) passed. Under the system of Ecotourism
Promotion Law, local government set up local ecotourism association consisted by many actors of
ecotourism. Each association should describe document about their eco-tourism concept and submit
to government office for review to get certification. This study focused on Ecotourism Associations
which established by March 2016 and analyzed documents to analyze aim of each association to
promote ecotourism.},
