The government decided the new safety standards of nuclear power plants, and began to restart plants which passed the new standard managed by the new regulation agency. Now three plants are on the operation, but people from 50 to 60 percent have continued to show opposition to restart of nuclear power plant as strongly as before. There were many opinion polls which concerned with pros and cons of nuclear plant. But any factors which would constitute the results had never been researched and reported. These would be very important to understand causalities of the results.  In this research, such kinds of factors were studied through a survey and three main factors were found out. The fi rst one is the degree of respondents' inclination of economic request priority principle. The second one is the degree of respondents' inclination of trust loss and measure distrust. The third one is the degree of respondents' inclination of diffi culty in nuclear power plant safety. In addition to these factors, four supplementary factors were also found. Three of them are related with personal norms like inclination of saving and share, and one of them is inclination of renewable energy and sustainability.
