"Plurilingualism/pluriculturalism” concentrate on the individual person’s experience of languages and their ability to use languages for the purposes of communication to take part in intercultural exchange. The concepts have become necessary in order to recognize the relationship between language education and education for international understanding. After World War Ⅱ, it was difficult for Germany to disseminate the German language in other countries because of Nazi associations. At that time, Germany took a passive attitude toward popularization of its national language. In order to break through this situation, the concepts of “plurilingualism/pluriculturalism” played an important role.
