Using the 5-star deployment scheme for open data, data obtained from Chigasaki City are evaluated as level 2 or 3, because they are published in Excel or unstructured CSV formats on the website. The Japanese government's policy of promoting open data recommends that data evaluation should advance to levels 4 and 5, which would not only make the data accessible through the web, but also allow their sharing and linking on the web.
