This is a framework for universally periodically reviewing the human rights records of all Member States of the United Nations (193 countries), every 4 years. The mechanism is based on equal treatment for all countries with (interactive) dialogue and cooperation as the basic principle. It is said to be not a condemnatory system. The third cycle has started since 2017. The Japanese government undertook the first UPR review in 2008, the second review in 2012, and the third review of the third cycle in 2017.
