The conventional way of planning examines risk but not uncertainty, where probability and magnitude of events are difficult to define. This article argues that not only risk but uncertainty must be taken into account in planning as a lesson leant from the 2011 disaster, by keeping enough contingency all the time and revisiting insurance function of public policy. It is preferable to have a decentralized system rather than to concentrate into a single large system.
