 note = {The Immigration Control and Refugee Recognition Act amended in 2018 has led to a substantial increase in the acceptance of foreign workers. At the same time, comprehensive measures for acceptance and coexistence of foreign nationals have been planned. Policies such as actively using foreign human resources to compensate for depopulation in rural areas and to revitalize the local economy and promoting the training of personnel to coordinate comprehensive support for foreigners are also being considered.
This paper describes the literature in social work research and examples of activities by community-based welfare organizations to support foreigners by promoting settlement in metropolitan areas in Canada and Australia, which have enhanced multicultural policies and which are promoting measures to facilitate acceptance and settlement in rural areas. Based on these findings, community social work practice and the ideal nature of local hubs will be discussed in order to promote comprehensive support for foreigners and creation of a support and settlement system in local communities in Japan.
出入国管理及び難民認定改正（2018）によって実質的に外国人労働者の受入れ拡大が進むことになったが、同時に受入れ・共生のための総合的対応策が図られることになった。地方圏での人口減少や地域経済の活性化に向けて外国人人材を積極的に活用することや外国人に対する総合的な支援をコーディネートする人材の育成の促進なども検討されている。
本稿は多文化共生施策が充実し、地方圏での移民受入れ・定着促進施策を進めているカナダやオーストラリアのソーシャルワーク専門職によるリサーチ文献および都市圏のセツルメントの流れを組む地域福祉組織による外国人支援の活動例を紹介する。そして、それらの知見から、今後、日本の地域社会で包括的な外国人支援や定住支援・共生体制整備を進めるにあたり、コミュニティ・ソーシャルワーク実践や地域の拠点のあり方について考察する。},
