In addition, social workers need cultural competence. Cultural competence refers to \"the process by which individuals and systems respond respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions, spiritual traditions, immigration status, and other diversity factors in a manner that recognizes, affirms, and values the worth of individuals, families, and communities and protects and preserves the dignity of each.\" \"Cultural competence is a set of congruent behaviors, attitudes, and policies that come together in a system or agency or amongst professionals and that enable the system, agency, or those professions to work effectively in cross-cultural situations.\"\nThe focus of social work is to highlight diversity as well as universality. Given that dominant cultures do their best to deliver their services, when that support is interrupted understanding and seeking support for minority cultures makes sense. However, there are various problems in achieving this goal.\nThe following four criticisms have been made regarding cultural competence.\n①Conflict between values and beliefs in different cultures\n② \"Do no harm\" and \"Respect for diversity\" are conflicting and competing values in some situations.\n③Dynamic aspects\n④Disregard for oppression In order to ascertain the co-creative relationship between social workers and clients, this paper reorganizes the formation and development of cultural competence based on the process of dialogue-conflict-changes-reconfirmation of mission.
