| 内容記述 | Let me consider the electoral reapportionment problem and the political redistricting problem for the single-seat constituency system in the House of Representatives. The number of member is 300. In this paper, the optimal reapportionment and the optimal redistricting are obtained under current laws and the districting rule. As a result, the limit of the disparity for the apportionment is 1.583, which shows the lower bound of the districting problem, and the limit of the disparity in the relative weight of one vote is 1.939. Also, the results provide guidance for the decision making of the redistricting and issue a guideline for the improvement of the districting rule. | |||||||
