| 内容記述 | While the Chinese economy is growing rapidly, the problems of social welfare are becoming more and more serious. The increasing ratios of unclear family accompanied by rapid urbanization make the care of aged people at home difficult. And the urban communities in Chinese cities are almost inexperienced in giving home care to the aged people. Before the economic reforms, the"units"played an important role in promoting welfare of their workers, including the retired. But the privatization of enterprises and the depression or bankruptcy of some of the national enterprises have weakened this role. So in fact, many of the aged people are cared at home by maids or helpers coming from rural areas where average income is much lower than cities. Most of these helpers are neither organised nor sent by public welfare institutions. They are usually hired directly by families through free labor markets. This paper insists that although the government should play the most important role in promoting social welfare, but at present period, the welfare like caring the aged at home have to depend partly on the market, and the welfare-promoting functions of"units"should not be blamed. What the government should do at present, is to keep order in helper market and protect the rights of both helpers and people who hired them. For those who do not have the ecomonic ability to hire helpers themselves, the government should offer them home help seivice through related community facilities. And also the government should continue to promote community home help system which at present can not offer enough service yet. | |||||||
