| 内容記述 | 独立行政法人（以下、独法という）の会計は原則、企業会計によるとされているが、利益獲得を目的としない等の特殊性を考慮し独法固有の会計処理が複数規定されている。本稿の目的は、この独法固有の会計処理のうち特に運営費交付金等で固定資産を取得する場合の望ましい会計処理を明らかにすることである。検討の結果、資産見返運営費交付金等という負債（繰延収益）を計上し、減価償却費相当額を収益に振り替え損益の均衡を図る現行の会計処理は、本来、負債でないものを負債に計上しており、独法の財政状態を著しく歪め財務報告利用者をミスリードする危険性が高いことを明らかにした。さらに、独法固有の会計処理根底に流れている「損益均衡」の考え方に疑問を呈した。 The purpose of this paper is to study how we should recognize revenue from non-exchange transactions, especially on fixed assets acquired by government grants. Independent administrative institutions of Japan established in 2001 have adopted private sector accounting principles. However they have recognized deferred credit on fixed assets acquired by government grants.We conclude that there is no resent obligation and thus no liability on the deterred credit.We also investigated the effect on the financial statements and found that the volumes of the deferred credit were excessively large and it had dangerous possibility to mislead users of the financial statements. |
